Introduction
This article summarizes my experiences in developing a highly successful HSE (Health, Safety And Environmental Management) program within PetroKazakhstan (a Canadian owned oil company) which had very few HSE systems and programs before I arrived. In this paper, I try to present as clear as possible a picture of where the organization, PetroKazakhstan, was when I arrived and what actions I took along the way to HSE success.

The ninth largest country in the world, Kazakhstan is also the largest landlocked country. For those who love to explore the unexplored sights, trudge along the arid deserts, and learn more about history, Kazakhstan is the place to visit. It has varied types of terrain, ranging from plains, plateaus, to steppes and even rocky hills. The country closest to its border is Russia, and maybe because of this, there is a strong influence in culture and religion.
The lakes that lie in the midst of forested hills, Kol Say lakes are at a height of nearly 2000 meters from the sea level. A great place for camping and spending a few nights under the stars, people come here just to take it all in and live as one with their surroundings. There are even helicopter trips that take off from the Almaty, and land in Saty, which is a lower lake, and can be reached through road as well. In and around this area, there are plenty of walking, trekking and horse back riding opportunities which has families excited and curious.

Kazakhstan is the 9th largest country in the world, equal in size to the whole of Western Europe, a huge land encompassing two time zones, stretching from China to the Caspian Sea. It has an ethnically mixed population of 15 million people including Kazakhs, Russians, Ukranians, Uzbeks and others. Kazakhstan is potentially the richest of all the Central Asian countries with huge mineral and oil reserves.
The Eastern part of Kazakhstan and the area around Almaty is extremely mountainous, with beautiful alpine scenery, densely forested valleys, multicolored lakes and pristine glaciers. Travelling to the west in Kazakhstan the mountains give way to the vast steppes and also the desert.

Kazakhstan, located between the borders of Russia and China in Central Asia, is size of the whole of Western Europe and four times the size of Texas.
It currently has double the oil reserves of the the North Sea with over 35 billion barrels and by 2015 the current projections are for oil reserves of more than 100 billion barrels. For any economy this is a pretty good situation considering the oil price has been hovering at US$135 a barrel and will probably go higher. Besides oil, it has the world’s largest reserves of barite, lead, tungsten, and uranium; second largest reserves of chromite, silver, and zinc; third largest of manganese, significant deposits of copper, gold, and iron ore. Rich in natural resources, Kazakhstan has become a popular destination for the oil and mining industry since it emerged from independence from the Soviet Union.
